Does Rideshare Reduce Drunk Driving or Put More Cars Into Crash Zones?

Two ideas can be true at once: rideshare can give people an alternative to driving after drinking, while high ride-hailing activity can also add vehicle movement and crash exposure. Research has found evidence pointing to both effects because the studies measure different outcomes in different places.
The strongest drunk-driving finding is national and mortality-focused
Research summarized by UC Berkeley’s Haas School of Business and published through the National Bureau of Economic Research examined Uber activity across tens of thousands of U.S. census tracts alongside federal fatal-crash data. The researchers estimated that rideshare availability reduced total traffic fatalities by about 4 percent and alcohol-related traffic fatalities by about 6.1 percent.
The intuitive mechanism is clear: a person who would otherwise drive after drinking has another transportation option. The study also used detailed variation in ride activity rather than simply comparing “Uber city” to “non-Uber city.”
A New York City study found a different kind of risk
A separate spatial study of New York City examined ride-hailing trip origins and injury crashes at the taxi-zone and hourly level. It found that an additional 100 rideshare trip origins in a zone-hour was associated with a 4.6 percent increase in the odds of an injury crash.
That study was not measuring national traffic deaths or specifically asking whether drunk-driving deaths fell. It was measuring localized injury-crash risk where rideshare trip activity increased.
Those findings are not mutually exclusive
One study can find fewer alcohol-related deaths nationally while another finds more injury-crash exposure in high-activity urban zones. The first effect can come from substituting a sober rideshare driver for an impaired driver. The second can come from additional vehicle trips, pickups, drop-offs, stopping, turning and curbside interactions.
The relevant unit of analysis also differs. Fatality studies focus on rare but severe outcomes. Injury-crash studies can capture a much broader range of collisions.
“More rideshare” is not one traffic condition
A late-night ride home from a bar may remove an impaired driver from the road. A cluster of rideshare vehicles circling a stadium, double-parking near nightlife or repeatedly entering a dense pickup zone can create different traffic conflicts. Both activities count as rideshare use, but their safety effects are not identical.
That is why local street design, congestion, pickup rules and transit alternatives can influence what happens when ride-hailing volume increases.
Association and causation still require care
Neither result should be simplified beyond the study design. The Berkeley/NBER work uses econometric methods to estimate the effect of ridesharing on fatalities, while the New York study is a spatial ecological case-crossover analysis of rideshare activity and injury crashes. They address different causal questions and have different limitations.
A headline saying “Uber makes roads safer” ignores added exposure. A headline saying “Uber causes more crashes” ignores substitution away from impaired driving and overstates what a localized association can establish.
The policy question is how to keep the benefit without importing unnecessary risk
The research points toward a more useful conversation than choosing one slogan. Ride-hailing may reduce alcohol-impaired driving while cities still need to manage the traffic created by high-volume pickup and drop-off activity.
Designated loading zones, event pickup plans, enforcement around unsafe stopping and better curb management can address one side of the equation without giving up the other. The safety effect of rideshare depends not only on whether people use it, but on where, when and how those trips are absorbed into the street network.
